Bitrix, the cart is being reset?

Hi everybody.
I am using the small basket component.
The situation is the following.
Logged in, added product A to the cart. Logged out, cart was empty. Added product B, logged in again. There is item A in the cart, instead of B. I logged out again, item B is gone, the cart is empty again.
Miracles, guys, how can I fix / fix it ??
ps in the store settings unchecked "Encode store user ID:" did not help.

For authorized people, the basket is stored in the database, for all other left-handed people who are not authorized and shove into the basket without looking, this basket is stored in the session.
Logged in - the session was replaced by a session from the database, the basket was loaded from the database accordingly.
Left the browser - the session died.
