In general, there is a page, for example site.ru/promotions, there are promotions displayed by the bitrix.news component, by clicking on a promotion a detailed promotion is displayed. the promotion page, I can of course manually register, but this is not how you can send a link

Are link templates registered in the infoblock settings?
If the list of promotions is displayed on the partner page by a standard component, the list of elements in arResult should contain links.
If the output is via the API (old), in the selection you need to specify the Select fields DETAIL_PAGE_URL, and select elements through GetNext or GetNextElement.
