Bitrix does not work onSaleOrderSaved event - how to execute a certain code after paying for an order?

I tried to use the onSaleOrderSaved and OnSalePayOrder events to write the user into the properties of certain order payment data. but the code doesn't work. When I change the payment status from the admin panel, it works, but when the user pays, it doesn't.
