Bitrix does not display subsections of the first level?

Using catalog.section.list I'm trying to display the first level subsections.

I specify TOP_DEPTH" => "1" and displays nothing. If I specify TOP_DEPTH" => "2" it displays all subsections of the second level.

What can I do wrong?
