Bitrix does not clear the cache after downloading the file, how to fix it?

Hello everyone, I can not figure out how to solve this problem.
There is a site on 1s Bitrix, an online store
There is integration with 1s, and a discount policy
In the XML folder, there is a contracts.xml file, Bitrix eats it every 2 minutes, and whoever has a discount policy, the catalog is already updated with discounts, contracts are loaded.
The problem is that when these discounts are loaded, they do not appear, but when you clear the cache in Autocache->Clear Cache Files->All, then everything is updated.
How can I fix this, please help, thanks in advance!
