Bitrix database structure hangs on 14 why?

Good afternoon. I deployed the Bitrix CMS on OpenServer, did everything according to the lessons, but with a full system test for checking the database structure, the strip does not go beyond 14%. Already reinstalled and did a new database, nothing helps. Tell me where to dig?
