Hello. How can I make a similar catalog of goods as on this site rus-buket.ru/catalog, i.e. so that the smart filter generates CNC links without parameters? Tell me or point me in the right direction, how can I implement such functionality on Bitrix? cnc filter.

There is out of the box. Read the documentation for the smart filter component.
