Bitbucket. What about commit description encoding?

There is a repository copied in parallel to both Github and Bitbucker, but in the latter, the encoding is not defined as utf-8 and the description in Cyrillic is broken. How to fix?

No, Bitbucker only supports UTF-8. He has been asked for this for many years, but things are still there.
