BIOS error "an operating system wasn't found" how to fight?

I want to install Ubuntu in parallel with Windows, but for the first time I encountered such a problem. I insert the USB flash drive to start the installation, and the BIOS error "an operating system wasn't found try disconnecting any drives that don't contain an operating system", does not even see anything on the USB flash drive (it turns out like this), but I just take out the USB flash drive and reboot - Windows works without problems. I set USB to the first place in bios.

@Winsik

- the flash drive is not bootable
- try plugging it into another connector (usb2)
- in the BIOS, transfer the flash drive to the legality mod
... hatit for a start)

The system tries to boot from the flash drive, but cannot. She cannot do this for many reasons:
- the flash drive is not bootable. This happens when writing via unetbootin (unfortunately :@). Try it with rufus.
- games with UEFI/Legacy. Some BIOSes only load in UEFI, some only in Legacy, for some you need to turn USB 3.0 on or off.
- The connector does not work, incompatible flash drive. And although theoretically 2.0 should work in 3.0 and vice versa, in practice this does not always happen.
