There is no such command directly, but you can consider two options depending on what you need:
1) static dhcp binding
2) static arp
There is also ip source guard, but it also works through dhcp snooping, you can set a static binding. Not all switches support! www.cisco.com/c/en/us/td/docs/switches/lan/catalys...
