Is there such a function in cisco (binding ip to mac all at once to which it has already issued addresses)

There is no such command directly, but you can consider two options depending on what you need:
1) static dhcp binding
2) static arp

There is also ip source guard, but it also works through dhcp snooping, you can set a static binding. Not all switches support! www.cisco.com/c/en/us/td/docs/switches/lan/catalys...

switchport port-security mac-address sticky
switchport port-security maximum [how_many_you_need]
