Best windows server backup scheme?

Hello. I had a task to set up a backup for a winserver. It is used as a terminal server and file storage (FH), you need to backup "on the fly" - users work around the clock.
After an evening of googling, I sketched this option:

  • we rent a separate server for backups and raise the Bareos storage on it;
  • an incremental backup of FH is made daily using Bareos and uploaded to the storage;
  • once a week, using NTBackup, a backup copy of the system is created and added next to the FH, then Bareos makes a full backup of the FH and the system backup and uploads it to the storage;
  • incremental backups older than 2 weeks and full backups older than a month are deleted.

The invisibility of the backup process for users should ensure the use of VSS (Volume Shadow Copy Service).
I would also like to check the integrity of the backup once every 2 weeks, but I haven’t figured out yet whether Bareos can do this or if I need to fence my bike.
Well, actually questions:
is this a normal backup scheme? what is missing in it? what is superfluous?
Does it make sense to backup the system with a native utility or Bareos can do it too?
