Best hardware for web development?

Hello everyone.
I want to replace my Macbook pro 2014 (2.6 i5 - 8GB), build hardware for Ubuntu or Debian.
Need a working car. From Docker and Pycharm tools (sometimes several projects at the same time) + Chrome (many tabs and windows).
Docker containers with NODE.js (experss, React, Vue), Python (Django + Flask), Databases and various microservices.
Now if you open 2 projects, in which there are 5 different containers + 2 Pycharm windows + a browser, it becomes difficult to work, because the response from the system is not very good.
I decided to take drastic measures, to switch completely to Linux for work, I will conduct documents and other things on a macbook.
On the processor I look at the i5 9400 or i7 8700. I need integrated graphics. I don’t plan to use an external one, I don’t see the point.
I do not know how justified isp. i7 for my needs, maybe not worth the extra money in my case.
Of the boards I am considering ASUS PRIME B360M-C , it is important for me to have 2 ports for monitors, with at least 1 displayPort (One of my Apple Cinima 27 monitors, there is only displayPort), 4x memory slots and the presence of M.2. Tell me, maybe you know some other good boards for such requirements. The last time I assembled a PC was 10 years ago, I know almost nothing about modern hardware, chipsets, etc.
I'm planning on 32GB of memory. But I still think to start with 16. Choose next. CORSAIR Vengeance LPX CMK16GX4M2B3000C15 DDR4 modules - 2x 8GB. Can you recommend anything else?
HD WD Green WDS480G2G0B 480GB (m.2). There will be Spanish encryption for one volume. What can you say about the choice? Perhaps there is something better.
Ideally, 2 HDs are finished, one for the system, the second for projects. Projects are often under NDA, encryption is desirable here.
I also ask you to tell me which PSU manufacturer to choose and what power will be optimal.

you have a bottleneck - an operative and you want to save on it again!
What to do with the laptop:
- Increase the RAM to the maximum ?16
- Replace "hdd" - ?dead pcie
- Get an external hdd / sdd or ?nas
Alternatively, switch to using vds
And
VSCode has an extension for remote work via ssh.

I'll tell you what, for the web, there is enough hemp without frills, the web does not eat much, and if you eat a lot of the web, then you are doing something wrong. especially on Linux.

Installed Ubuntu 18.04. I am very pleased with the speed of the development tools. During the work, the configuration proved to be very good. Performance is currently sufficient for the comfortable operation of development tools.
What, in my macbookpro, found information that the problem is in the implementation of the docker, namely volumes, because the file system is being converted. When there are many calls to it, then there are terrible brakes. Someone forwards NFS, someone else something. I don't see the point in holding onto a poppy like that for a poppy. It is interesting that they claim that docker through a virtual machine is faster than hyperkit. Well, it doesn't matter to me anymore.
