Because of what can the Internet lag in a newly created account?

Hello!
Created a new account in addition to the main one. In all browsers, the Internet lags terribly. The Internet itself goes through the router via cable.
It lags in the sense that 10% of sites are loaded normally, the rest are not loaded, connection time out, and so on.
And the ping to any site is stable.
I tried to change dns on the router - it did not help.
With all this, everything is fine in the first old account.
What can be wrong?

There can be a lot of reasons, here is the first thing that came to mind:
1. Add-ons, third-party software. The way to check is to launch browsers without add-ons. Use Autoruns to see if anything superfluous is loaded, use the task manager to evaluate network congestion.
2. DNS - hardly, but... Tap sites by IP, bypassing names. Alternatively, register DNS in the network connection settings.
3. In ALL browsers? Put an alternative, because there is always an alternative ...
4. And to top it off - no one canceled viruses and malware.
