Error #400 occurs on the page after submitting the form. The head has a meta with the name and csrf token, the form also has an input with csrf. On one hosting everything works fine, on the other - an error. When csrf is disabled in the controller, it starts working. What could it be? What server settings to look at?

Почистите куки и кэш. Уберите content-length из заголовков (если Вы его посылаете)
