Frameworks have different ideologies. Backbone seems complicated at first glance. Angular, on the other hand, fascinates with cool examples on the site, which you already want to touch. There is an opinion that Angular is for hipsters, but personally I preferred it. It's a matter of taste, you should try both.
Soft with warm: AngularJS - framework, BackboneJS - library. With all the consequences... In fact, in the first case we have development speed and convenience, in the second - control over the code, which will have to be written relatively much.
I started learning Backbone and quickly abandoned it in favor of Angular. Since for my taste angular is much more convenient in development and it makes complex things easier. Backbone overcomplicates the code, although of course many have every right to notice that it structures better.
Actually I think the correct question is Angular or CanJS. It is more compact, more functional, there are no dependencies, comparing with Backbone.

Angular has a lot out of the box, and Backbone will have to be finished, but this makes it more flexible and customizable.
Depending on the size of the application, when processing a large amount of data, angular loses in speed to backbone
