1) Is it possible to do this with a built-in balancer?
For example serv1#master -> serv2#slave. If serv1 fell then transfer ip to serv2. That is, you need to make sure that the balancer, if both servers are available, throws requests only to the first one.
2) If you do not use the Amazon, then where to look.

There is very little data, a maximum of a couple of megabytes. Loss of records for the last 5-15 minutes is not critical.
