I'm trying to find a programmer for AVR SMD microcontrollers, but due to the lack of experience and a detailed understanding of the specifics, I get lost all the time and my eyes run wide. For the programmer, it does not matter in which case the microcontroller is located. Each programmer maintains its own list of microcontrollers.
For your purposes, a usbasp programmer (or similar) is perfect, you can buy it in almost any (online) radio parts store or even make it yourself.

what do you mean by SMD? If surface mount cases . That will go and the old arduino with the appropriate sketch. You just need to either buy an adapter (which is not cheap, about 149 €) or leave contacts on the board to connect to the controller via SPI.
I think it's more correct to provide for the possibility of programming directly on the board. Use SPI only you have to finish the circuit a little, because most often these ports cannot be left only for programming.
