Avay voicemail does not understand accounts with Russian names?

There is avaya ipo500 7.0(12), voicemail 8 (1011) is installed on windows 2012. There are licenses. But voicemail doesn't work. Users in voicemail are visible, but accounts in Russian are displayed as "crazy". If you rename the account in Latin, voice mail works. In the account manager in Russian, they are normally displayed, when you call on the phone, everything is also correct.
