As I understand it, you want to make a transfer to the client's account by phone number via SBP?
As far as I know, there is no such possibility:
For business, only the possibility of accepting payments is given.
And for ordinary clients, no API is provided in any form.
The only (very crutch) option that comes to my mind is to log in to an online bank and make transfers through it, programmatically controlling the browser.
Qiwi seems to have a wallet API, but there is no access to the SBP (not a word in the documentation)
The cheapest api for physicists is a Sberbank mobile bank , for 60 rubles a month (30 only for receiving SMS about account movements), you can make transfers to other people's accounts (also physicists), pay for your payment templates and some utility bills without templates, using sending SMS to account 900.
I.e. either using a usb modem, or using an application for an android phone (it seems unavailable for apple), you make a bot to send such messages and read information about the movements on the account.
Be careful, SMS messages are charged by the mobile operator as usual, so if there is a lot, it’s probably better to take care of the appropriate tariff.
Caution2. Active use of a physicist's account to send money to other physicists is punishable by an account ban because this is an illegal activity, xs how it is set, in terms of volume or number of transactions, I personally did not do this, I just studied the possibility and available functionality.
