Automatic Deployment in PhpStorm does not work until you switch to another application?

My problem is this:
I have PhpStorm 7 and EAP, as well as Sass code and generated CSS that needs to be automatically sent to the server via FTP, in the PhpStorm settings it says:
upload changed files - always, upload external changes - yes
But only sass is uploaded the file automatically when saving, and what else would go and CSS you need to remove the focus from the phpstorm window and return it, then it starts loading and css.
I checked it on poppy and windows 8. I tried to generate CSS from the console, through codekit and through the standard PHPStorm watcher, anyway, in order for css to load, you need to remove the focus from the program window (well, or switch to the phpstorm terminal, and then back to the editor, which is the same very convenient)
