Authorization on a proxy, remove password saving (Windows 7, IE 9, Opera 11)

Objective: to limit the use of the Internet by users in a peer-to-peer network (connected through a router). Entered a password - there is Internet, closed the browser (IE, Opera) - no. Then all over again. All this without changing users, but under a user account. There are two accounts: administrator (closed) and user.
Stopped on use of HandyCache. Everything is fine. Closed in browsers changing proxy settings. But! Both in IE and in Oper, at the time of authorization, the proxy has a checkmark "Save password". How to remove it?
If you put it, then the next time you start the data is saved. The user independently logs in and gains access to the network.
And tell me, please, can there be a simpler remedy? On the router (internal settings), unfortunately, there is nothing of the kind. Just cut off the entire internet. I did not find specialized programs.

A batch file that monitors whether there is an opera / other browser in the running processes, and if not, cleaning / deleting / replacing the proxy settings file in browsers with the default one?
