Authorization in your own way, how to implement?

Please tell me how to do so,
1) so that when I access the address 127.0.0.1:8000 , she throws me on the authorization form, and not on the admin panel itself ?!
2) so that when you try to enter the admin panel, it gives out 403 Error. By what means can this be done, or is there a solution only from under the 'box'?

1) Here you can configure via urls.py, that is, via the django router
