There was a need for the sound from the video (speech / performance), to overtake it into text, I have never dealt with such tasks and it is reasonable to ask - is it real?

After a day of research, I came to the following conclusions: There are
no means for recognizing speech in Russian and forming a full-fledged text from it, while preserving the meaning.
I tried to use google voice search, here is an article on this topic, well, I found a ready-made implementation using the same api, called the SoundProcessor software. Unfortunately, this did not give a satisfactory result.
The second option - there are a number of commercial services that are ready to provide the services of stenographers for a certain amount of money, and manually translate sound into text. Such services are easily googled, so I will not advertise them.
