Attempting to start Apache service. Changing the port does not help. How to fix?

Apache on xampp won't start.
Instead, it issues: Attempting to start Apache service...
Changed in httpd.conf - Listen: 80 to Listen: 1080, to 8080.
In httpd-ssl.conf changed Listen 443 to 10443 and stopped giving <VirtualHost _default_:443>an <VirtualHost _default_:10443>
Error about a busy port, but Apache didn't start.
And continued to issue - Attempting to start Apache service...

1. Try first to press the STOP service and wait 15 seconds and start again.
2. Download TCPView and check which process has taken up the ports.

Set the log to a larger one and see what it writes.
