Atom.io How to convert Win1251 encoding -> UTF8 WO BOM?

Switching from NotePad++ to Atom (as cross-platform). You can open files in encodings other than UTF-8 (for v1.1.0). Everything is displayed and edited with a bang. And how to write a Win1251 file from ATOM to UTF-8 (What is done in Notepad++ from the main menu "Encodings" -> Convert to UTF-8)?
Packages like ConvertToUTF8 work primarily with East Asian encodings.

By default, Atom does not have the ability to convert encodings...

You can also copy the entire file to the clipboard (Ctrl + A, Ctrl + C), change the encoding (in the lower right corner), paste from the clipboard and save. Here.
