At what site traffic can a web server fail?

Separately, the possibilities of the database (MySQL) are of interest. I know that on shared hosting, the terms of the tariff describe restrictions on working with the database. Well, in the case of VPS hosting, how many requests can the database process per second, and what does it depend on?

From 1 to 1,000,000.
You didn't specify what kind of VPS.
And it depends on the capacity of the VPS, yes.
I advise you not to worry, your project will not surpass the restrictions (no offense at all), if you don’t take completely deshman hosting.

In addition to the characteristics of the VPS and the program logic of the site, already mentioned by other respondents, it also depends on the directness of the hands of the person who set up the server.

At any.
Some servers can handle millions of visits with ease, some will slow down with a few users per day.
Depends on the resource intensity of tasks performed by the server, server performance, and settings.
