Asterisk detect subscriber status?

Good afternoon! Asterisk 13.27.1 FreePBX 14.0.13.23
Since there is voicemail everywhere on cellular phones now, the provider gives ANSWER in any case, even if you answered or did not answer, therefore it is impossible to make a call back. it will always return either to an open line either with a person or with voicemail.
Is it really possible to achieve recognition?
What I have already tried
1.AMD () is simply not a function suitable for such cases, in addition to poor response, it also listens to the voice ..
2.HLR is a request through an SMS aggregator, convenient, there is an API, but for a fee, while I'm still looking for a way to solve the problem for free.
Maybe I’m looking in the wrong direction, maybe I’m doing something wrong, for some reason everyone says what they did and worked, but how?

@Zarom

On the side of Aster, except for AMD - nothing. You can try to tune the parameters https://stackoverflow.com/a/16170694
There is an option if the call goes to people who are waiting for it. Then you can ask for confirmation that the person answered ("press button 1 to confirm that you are a person").
