Are there free non-web applications (when the browser is closed) for asterisk that give a pop-up window on an incoming call? Google does not say anything ... or I put the question clumsily ....

Have a look at Asterisk Dial & Announce Tool - connects via manager. You can look for more universal solutions, look towards TAPI (Telephone API).
All this in the context of Windows.
