Assess the potential of the micropayment system for websites?

Hello!
I recently thought about the issue of creating a small system of payments for any - or small services on the sites.
The basic scheme of the system:

Not our part. (a third-party site with which it is planned to do business)

Let there be some site. Let it also be used to access certain sections of it, and / or download files from it, and / or receive any help, etc. the user needs to register. Registration is paid (10, 100, 1000 rubles - it doesn't matter).

Our part.

We provide the site user with the opportunity to register using their mobile phone number (the mobile number will become a login). We send a verification code - if it matches, we complete the registration.

Next, we indicate the mobile phone numbers (from different operators) to which the user needs to transfer money using the STANDARD codes for replenishing the account of another subscriber. When this happens, the user is granted access to the site.

Income part.

Income comes from a percentage (negotiable with the administrator of a particular site) of the total turnover of funds through the system per month.

Pros as I see them.

Ease of connection - we will take care of all this. The site administrator will only need to install some code on his site.

Transparency of use - the rate is not fixed, it depends on the real turnover for the month. Plus, the admin can ask us to send him reports on funds at least every day + keep his own statistics and compare.

Convenient for users - SMS can be scammed. And with standard funds transfer codes, it is much more difficult, in my opinion. + operators provide the service “cancellation of payment”.

It is relatively convenient to withdraw funds - operators provide services for withdrawing money to real accounts (for example, through the same Unistream Bank).

Actually, a question.
Do you think it makes sense to develop such a system? I understand that it’s impossible to say this unequivocally, but I’m interested to know at least your opinion on the pros and cons of the concept described above.

The idea of ​​micropayments is interesting. However, there is such a moment - if I see on any site that I need to perform any operations with my phone and money, I will run from there, erasing the cache and history ... Entering some codes to some numbers ... Horror . Personally, I really like the one-time visa card, which can be used more than once.

Since SMS to a short number can cause a negative reaction, "thanks" to scammers. Plus, people are often afraid that their account will be charged more than indicated on the site. (I know that you can check, but not everyone will be reassured, and not everyone knows).
And you can’t fake a mobile transfer - as much as you write in the request, so much will be transferred.
Hence, this system is more resistant to fraud, while maintaining ease of use.

It should be noted that your idea does not fit into the current legislation. Normal sites do not have the opportunity to involve funds received by phone numbers in their accounting.
In Russia, from the end of September, another part of the law on the national payment system comes into force, where now there are concepts of a payment system, for example, to have an appropriate license from the Central Bank and fulfill a number of essential requirements. Also, cellular (and not only) operators do not have the right to dispose of subscribers' funds, only with the involvement of banks, which, in turn, carry out transactions on behalf of subscribers.
You can implement micropayments from cellular numbers using a number of banks, such as Taurida. It is not cheap 4-5%%

The idea of ​​micropayments is certainly interesting (and is now actively exploited on all sorts of sites ala “earn 100 rubles”), however, it seems to me that not everyone will like using your phone number as a wallet. It is better then to pledge for the provision of the same “simple” payment services, but in more traditional ways that allow easy cashing out.
