Where is it now most convenient to write in Assembler for a beginner on Windows?

For educational projects, I can recommend dosbox (as a virtual machine) and borland tasm. On the poppy for Dos (a) there is Boxer. You can use an external code editor, as programs allow you to share folders between systems.
