ASP.NET MVC. How to study?

The question will seem stupid and the point is most likely not how to learn this technology, but whether it is free to learn? For a long time I came across video lessons and there the narrator, in addition to installing Visual Studio, required registration in Azure. And Azure, as far as I know, is not free.
Perhaps everything I wrote above will seem nonsense and nonsense. I would like someone to enlighten on this topic or give a link to a resource.

Azure is just a service, you can either use it or you don't, and it's definitely not required for learning.
