Artifacts on the monitor?

Bought a PC recently. On the desktop or on another application, small artifacts appear in the form of incomprehensible pixels (I can’t shoot because they can’t be predicted). In games, everything is fine, but for example, on the desktop or in the browser, they appear at any time. I have assumptions that this is all because of the vga-hdmi adapter (there is no vga in the video, so I connected the monitor through the adapter), but then it should be the same in games. It can also be noted that the artifacts may disappear if I open another window. Video card: rx560 4gb

It's definitely not a monitor issue. It looks like a problem with video memory, but then it would also show up in games ... There is a nuance - the resolution on the desktop (not in games) is the same as that used in games? I often came across this - the video memory is dead, the resolution is set to FullHD, there are artifacts (pixels and stripes), and in games a lower resolution is set, and at this resolution the problem in games is not visible.
However, if there is an adapter, and even without additional. power, and high resolution (1920x1080 or more) - problems are guaranteed. And with cheap Chinese adapters, it's so common, and it's hard to fix.

It looks like your vidyuhi has only digital outputs, even DVI and that D is only digital, without analogue.
You must first carry out adequate testing: It's stupid to borrow a monitor with a digital input, try to connect to a TV via HDMI, take it to a service for a test, go to a friend with a computer, ...
Otherwise - guessing on the coffee grounds: the adapter, monitor, vidyuha or firewood is buggy .
