Are UTM tags displayed in Google Analytics if they are not attached to an advertising campaign?

Do I need to place a banner with a link marked with utm tags on the partner's website, will the link be displayed correctly in Google Analytics?

Of course they show up. Google Analytics is an analytics service and its performance is in no way related to Google Ads
