Are these voltage fluctuations normal?

What are the permissible errors of the output voltages of the power supply?
The utility of my mat. board shows:
+12V from 12.380 to 12.500
+5V from 5.320 to 5.5
+3.3V about 3.380
Is this normal?

Voltages are measured with a multimeter.
The ATX standard allows the following deviations:
+5VDC ±5%
-5VDC (if used) ± 10%
+12VDC ±5%
-12VDC ± 10%
+3.3VDC ±5%
+5VSB ±5%
According to your software monitoring, you have seriously raised + 5V. Upper limit 5.25V
