Are there video editing software for windows tablets?

There was a need for quick installation of small rollers "in the field".
There is an x86 tablet with windows 10, but I can’t find a non-linear video editing program that could be used with a touchscreen without a mat.
There are few requirements: video cutting, the ability to change speed, reverse and insert an audio track. And most importantly, sane work with FullHD.
Under android, KineMaster is ideal for me - an example of convenience when working with touch.
If I don't find anything, I'll try to make my own, or try to adapt the OpenShot interface. But I don't want to reinvent the wheel.
