Are there tools for rapid GUI prototyping under Windows?
Actually, the whole question is in the title.
I am mainly interested in the presence of standard controls (drop-down lists, buttons, sliders) and grid layout.

Maybe this is a perversion, but if you have Delphi or Visual BASIC, you can use them.
wxWidgets + Code::Blocks . Advantages: speed, low resource requirements, free, cross-platform (Windows/Linux/FreeBSD/MacOS), easy integration with programming languages other than C++ (Perl, Python, Erlang and many others).
Axure is almost standard. There is a grid, you just need to find the appropriate widget libraries and go into battle.
