Looking for free/shareware low level icon painting apps for android apps (and more). Not Android Asset Studio to prepare them, but drawing from scratch with pens.

Have you tried using Adobe CC Illustrator? Usually there are all the icons for the web and the rest of the app.

Drawing an icon is no different from drawing any other graphic. Free image editors exist and are easy to google.
