Are there services that offer Failover IP not tied to a specific DC?

From Hetzner for 20€ / month you can buy a failover IP (5€ for the IP itself and another 15€ for the obligatory FlexiPack), which works very simply: if one of the hosts has fallen off, then the IP will switch to the second by timeout, if the second has fallen off, then to the third, etc. d. In addition, there is an API for forcing IP switching wherever you want within the Hetzner DCs (but only to Dedicated servers, to VPS - they do not allow directing).
Question: are there any services/providers that offer failover IP at a similar price on a fast channel and with a traffic margin of 10-20 TB, but such that this IP could be directed anywhere?

Make yourself a DNS, with a small TTL, if the server falls, change the IP and users after the time specified in the TTL will go to the next server.
This is basically impossible. Only within one AS. DC can be different, like a hatzner, but AS is one.
