Are there services in the network to evaluate the level of processor load from the content of web pages?
Yesterday I completed an animated banner in html5 for the main page of my store. I have never done a sauna in such a very frisky dynamic. Everything changes briskly, several scenes, a lot of elements, both vector and raster, in a variety of transformations. A computer that serves as a kind of "Procrustean bed" for me to assess the severity of animation - an old office (but pumped to the limit) MBP middle 2010 still on CoreDuo 2 after a few cycles of viewing in "safari" confidently starts to make noise with all its fans, which is usually not from him wait. A little later, and "safari" gives a warning that it is better to close the page, because. consumes a lot of resources. This was not the case before - the feature appeared a couple of macOS updates ago.
Don't care about the site, it's mine and no one prevents me from posting commercially necessary materials. But now I need to make a bunch of animated banners for adwords/mytarget/yandex.direct in the same style. And there it is clear in the requirements for advertising materials that banners should load the system at a minimum level. An example from the directive is at the very bottom.
That's actually the essence of the question:
Are there any web services on the network that could give estimated measurements of the load of typical CPUs from the content of web pages?

What's wrong with developer tools? There you can throttle the processor if you want to see how it will work on weaker machines.
