Are there ready-made solutions in JS + PHP for uploading photos to the site?

Googled for a long time, but did not find anything suitable for the following requirements: (and even close to ..)
1. Free code for commercial use (paid suitable options - offer of course, but this is a serious minus ..)
2. Displaying uploaded photos in thumbnails with the ability to immediately delete
3. Uploading thumbnails of photos that were uploaded earlier, with the same features (!)
4. The ability to select one of the uploaded photos, which will be the main one in the album (the visual part, with the album, then all issues are resolved)
5. Loading indication (real, with backend, or at least imitation, according to average time)
6. PHP server part is available, adequately written, has some kind of documentation, or at least some examples.
7. Ability to download both through the field and drag & drop.
8. Clean code without dependencies, or JQ 1.10.2 (!)
9. IE8+ cross-browser compatibility
Maybe there is at least something around?

It meets most of the requirements, but there is no gallery. Just a loader.
