Are there ready-made crutches for adaptive website templates?

Previously, I often used crutches like:

  • Single-column website template (header, content, footer)
  • Two-column website template (header, section (sidebar, content), footer)
  • Three-column website template (header, section (sidebar, content, sidebar), footer)

It helped to start the project and there were crutches. Then I left them...
Are there now the same crutches, but only for adaptive, so that there is already a sandwich menu, etc...?

Bootstrap - CSS framework (leader No. 1)
https://html5boilerplate.com/ - ready-made application framework It
's not quite correct to call them crutches :)
rather, these are Tools, blanks, blanks ......
and crutches - when standard means are not it turns out, you have to pervert and invent something

I think yes, they are called Bootsrap , Foundation or simply "CSS Frameworks for Responsive Web Design" , they can be of completely different consistency, from microcostals, like "ready-made mesh for responsive design" to the scale of an "orthopedic clinic", with ready-made menus , grids, theme support and all the other goodies.
