Are there ready-made algorithms for chat bots built on neural networks?

I am looking for an algorithm for a chat bot that would learn itself.
A few years ago I wrote my first bot and it did quite well, but now I want something newer.
Let's say there are 10 people talking in a chat.
Imagine them as a branch and 10 branches go from the central branch.
You need to make some kind of bundle of each branch.
Let's have a conversation.
And the bot somehow has to switch from one branch to another.
Maybe there are ready ideas?
Just do not write about the bot Alice.

I'm not sure about public bots on neural networks, but there is this one . But there is no smell of neural networks there - he does not catch the topic of conversation. There is also a very old pBot.
As far as I know, there is still no high-quality bot capable of simultaneously talking on different topics and indistinguishable from a person.
The topic of AI is very interesting to me and one of my goals in life is to contribute to the development of AI, specifically in the near-game area. I have been wishing for a long time for a bot that will completely pass the Turing text test and play games without outright cheating like a human. Unfortunately, the technology is still a long way off...
