Are there programs for creating a database similar to 1C: PDM?

I have a lot of documentation that needs to be sorted and arranged in a hierarchical database.

Just upload what you need from 1C to some format: xml, csv, or even excel. And upload to another database.
A hierarchical directory is the same table, but each line also contains the parent's key. You can directly copy 1 in 1.

I'm struggling with a similar issue.
I'm looking at partkeepr.org .
The author made a solution for microelectronic components. If we consider a drawing as a component, then we can create a project structure, a specification. You can see the inclusion of drawings in other projects.
