If you are interested in an interactive environment (Jupyter Notebook), then I don’t know.
If you need a quality free PaaS, then here are the best alternatives:
On Amazon Web Services - there is a full-fledged free VPS for a year (this is a little different from what the question was about) + there is a paid PaaS.
