Are there P2P messengers that cannot be blocked at all?

Why p2p messenger?
All the same, after all, some kind of central resource is needed, through which users will at least learn about each other.
And in order to organize communication for a group of people who already know about each other, you can set up anything local on your server, where friends can connect directly or via VPN.
commonplace Jabber, Slack, Mattermost, Mychat, IRC, Discord, write to linux, local mail..
