Are there online services for tracking a phone by imei?

Sony Xperia L phone was lost over the weekend, I can’t track it through android device manager, because it says “Device not found. Last connection to the Internet: September 30, 2014.” The police will definitely not look for him, so I want to find at least his last location on my own.
Has anyone come across this situation and can suggest a service or something like that?
Thank you in advance.

Part 1. Regarding the search for a phone by IMEI.
IMEI - device identifier, of course, the operator can find the phone by it. Another thing - which operator? After all, any SIM card could be inserted into your device, both the operator of the big three, and the specific one. And according to IMEI, only the one whose SIM card is inside can find it. So you need to contact everyone at once (or in turn). And they could not stick anything into it, it lies in the "sump". You will spend a month on requests, and the sim will be stuck in a couple of weeks after that. Well, IMEI can change.
Part 2. Reflections.
So you found through your friends where the phone (or the same "google" woke up), arrived, and there a certain "Vasya" was sitting with him, playing. Will you take it by force? He will apply for you. Go and prove that he stole it. By the way, he could already buy it from his hands. So you need to write a statement to the police, otherwise you yourself can get problems. And it is better for operators to write statements officially through the Ministry of Internal Affairs.

as far as I know, you can call your mobile operator and ask to track the activity of the phone. They will look between which 3 TV towers the last time there was a phone and you will have, so to speak, a couple of kilometer zone where to look for it)
