Are there materials on organizing an interpreter?

There are many languages ​​that have not been explored enough to make me sure that I can do something sane, but since the native speaker of a rather rare language is on the decline, there is a great desire to contribute to its preservation. Now there is not a single sane translator, only "head to head", words cannot be translated, not to mention phrases, etc.
I don’t understand the philological side of the issue, but I understand that it’s necessary to organize semantics somehow, teach the system to understand single-root words, distinguish the root from the prefix, etc., different forms of verbs, gender, case, etc., many different connections that are difficult to take into account.
That is, perhaps I would like to study at the stages of the birth of the first translators, some simple machine learning algorithms, etc. If I understand how to organize it, then a philologist can be involved.
An additional plus would be a system where people could offer their translation options and read out by voice, that is, with a wiki architecture.
