Are there java libraries for developing project management applications?

I am writing one software. Something like a development environment, but not for programmers. Interested in whether there is any library or framework for creating, storing and managing projects?
Perhaps there are some best practices for all this?
To be honest, digging into the sources of some eclipsa and looking at how everything works there is not a pleasure, and it takes a lot of time, but I try to stay away from my own bikes.

As far as I know, many write their editors based on Eclipse. It is well customized by plugins for the desired purposes (and everything unnecessary can be cut out from there). Look this way.
