Are there honest and inexpensive methods for developing a VKontakte group besides creating interesting and original content?

"besides creating interesting and original content" there is no such method of promotion. You can at least "eat the land", but VK works on the principle of Russian business - money decides everything, and honest and hard-working people are not needed there. SMM is a kind of fashion trend, where there are a lot of amateurs, so you should only go there with a normal budget (goto: grandmas). Cheap effective methods also practically do not exist.
If your content is interesting in some way, then you can try to advertise in other communities through an offer. For example, I made videos about wiki markup on VK and sent them to the programming communities as an offer, and some even published them. But you need to understand that a feint with a suggestion will not work if you rivet memes.
Put up hand-written ads everywhere. One notebook for 96 sheets - 192 ads, 35 rubles. PVA glue - 100 rubles a tube. In total, for 135 rubles we have 192 ads. I think it's a great budget saver.
