Are there free alternatives to Abbyy Lingvo?

We need an analogue of ABBYY Lingvo in terms of translating words when you hover the mouse cursor anywhere on the screen, not only in the available text in the browser. For example, in PDF books, in subtitles on YouTube, in subtitles in the player, etc.
Either free (although I do not really hope), or less loading the system.
Thanks in advance for your advice.

Goldendict with external dictionaries.

There are several pop-up modes of the translation window when working in other programs:
1) when a word is selected;
2) when selecting a word and pressing (even after) Shift/Ctrl/Alt/Win/Meta;
3) when copying to the clipboard and pressing a hot key (configurable).
